Legalisation exemption for civil status records
A bilateral arrangement may exempt certain civil status records from legalisation between Belgium and Türkiye. Where it applies, an entire step disappears — but the scope is narrow and must be verified at source, never assumed from a general page.

The principle
Two states can agree that certain documents circulate between them without legalisation or apostille. Where such an arrangement covers your record, it is presented as issued, possibly with a translation, and the endorsement step falls away entirely.
Why we do not simply tell you the answer
Because the scope of these arrangements is narrow and technical. They cover categories of record, sometimes only documents from particular issuing authorities, and offices interpret them differently. A page announcing “civil status records are exempt” would be comfortable to read and would occasionally be wrong — and being wrong here means a document refused at the counter after the whole chain was built on the assumption.
How to verify, concretely
- Identify the exact office that will receive the file.
- Ask in writing: “This record, issued by this authority, for this purpose — must it carry an apostille, or is it exempt?”
- Attach a scan of the document if you have one. An office that can see the record answers faster and more reliably.
- Keep the reply, with the date and the sender.
Do not confuse this with multilingual forms
Two different mechanisms are constantly conflated. A multilingual form addresses language — it may remove the need for translation. An exemption from legalisation addresses authentication — it may remove the need for an apostille. One does not imply the other, and a record can benefit from either, both or neither. When in doubt, apostille
If you cannot get a clear written answer, obtain the apostille. An unnecessary apostille costs one formality; a missing one sends the document back to the issuing country and costs weeks. The two risks are not symmetrical, and the cheaper mistake is obvious.
Not for judgments
These arrangements are aimed at civil status. A court decision, a diploma or a company record follows the ordinary chain regardless. Do not extend an exemption you were told about for a birth record to the rest of your file.
