Studying in Québec means two applications: the provincial acceptance document first, the federal study permit second. This page sets out the Turkish documents behind the provincial one — acceptance letter, financial capacity, civil status — and what changes when the student is a minor.

Accepted under conditions

The translation may be made in Türkiye, but it is accepted only once the correct certification chain is complete. If the order is broken, the file comes back.

Students applying to Québec meet the provincial and federal split immediately: the province issues an acceptance certificate for study on its territory, and the federal government issues the study permit. Two applications, in that order, with overlapping documents and different translation rules.

Where the provincial certificate sits

It is a provincial decision that you may study in Québec, and it precedes the federal permit rather than replacing it. Applying for the federal permit without it, for a Québec institution, produces exactly the delay you were trying to avoid. The acceptance letter

The letter comes from the Québec institution that admitted you, in French or English, and needs no translation. Read it for the details the provincial file depends on: the exact programme, the level, the start and end dates, and whether the admission is conditional. A conditional admission usually carries its own document requirements, and those conditions are often the reason a Turkish transcript is needed in a hurry.

Financial capacity

The provincial file asks you to show that studies and living costs are covered for the period concerned. What that means in documents is normally a bank letter or statements in the account holder's name, and, where a parent or a third party is funding you, evidence of their capacity together with a declaration of support. Amounts are reproduced exactly as printed and never converted into Canadian dollars by the translator; the reasoning is on the financial documents page, which also covers property documents and the short shelf life of bank letters.

We do not publish the required sums here. They are set by the province, revised periodically, and depend on the region and the family situation. Take them from the ministry's own current publication on the day you apply.

Civil status and identity documents

The passport is the reference document for spelling everywhere in the file. Beyond it, expect to produce a birth record and, where family circumstances are relevant, a population registry extract showing the family link. These come from the Turkish civil registry, and what each version contains is set out on the civil status page. Marginal annotations on these records — a change of name, a parental status — belong in the translation; they are frequently the lines that matter.

Students under eighteen

A minor studying abroad normally needs a parental consent, and a custody decision where the parents are separated. Both are Turkish notarial or judicial documents: the consent is drawn up before a notary, or at a Turkish consulate if the parent is abroad, and a custody decision comes from the court that issued it. Where these are used abroad they will usually need an apostille — for notarial acts and court decisions that is obtained through the justice commission at the courthouse, as the apostille page explains.

Academic history from Türkiye

Diplomas and transcripts are requested by the institution rather than by the immigration file in most cases, but they are produced from the same source and on the same timetable. Where the institution wants the transcript sent to it directly by the university, read the sealed transcript page before asking for anything, because a sealed envelope opened by the applicant loses its value.

The translation rule

Documents supporting the provincial application are read by a provincial authority, under the standard set out on the Québec translation rule page. The federal permit application that follows is governed by the federal rule instead, so a student passes through both standards in one admission cycle. Ask each authority, in writing, which it applies.

Timing, and what we do

Work backwards from the term start date. The provincial certificate precedes the federal permit, the federal permit takes time of its own, and the Turkish documents behind both take weeks to assemble — longer if a notarial step or an apostille is involved. From Ankara we obtain registry extracts and transcripts under a power of attorney, arrange notarial acts such as a parental consent, take documents through the apostille where required and courier the wet-signed set with a full scan.
